HACCP record app for restaurants, cafés and bakeries in Morocco
In short
cahier.ma is a hygiene record (HACCP self-checks) kept on the kitchen phone, made for food businesses in Morocco. Staff log fridge temperatures, delivery checks and the cleaning plan in a few seconds, and the owner prints a PDF report for the inspector in one click.
The app is in French and Arabic. Records are kept 5 years, the minimum set by law 28-07 (article 9). Free to start, then 149 MAD a month per establishment.
What it records
- Temperatures of fridges, display cases and freezers, morning and evening, with limits per unit. A reading out of range asks for a corrective action and suggests a re-check 30 minutes later.
- Deliveries: supplier, product, temperature, batch, use-by date, packaging, a photo of the label, and the decision (accepted, accepted with reservation, refused).
- Cleaning plan: tasks by area, product and frequency, ticked each day with the initials of who did it.
- Inspector report: a PDF in French for any period, with a SHA-256 integrity fingerprint on every page.
Every entry is timestamped and signed with the person's 4-digit code. Nothing is erased: a correction keeps the old value, a cancellation stays visible with its reason. It works without internet. Login is a phone number and a secret code, with no SMS, plus a recovery key in case the phone changes.

Questions
Is a HACCP record required for restaurants in Morocco?
Law 28-07 (article 9) requires food business operators to set up a self-check programme or to follow a good hygiene practice guide approved by the competent authorities. Decree 2-10-473 (article 41) says the self-check programme is based on HACCP principles (Moroccan standard NM 08.0.002) or an equivalent system. The procedures are recorded in documents kept for at least 5 years from the date they were drawn up, and shown on request to the agents named in article 21 of the law (authorised ONSSA agents). The decree also asks for a cleaning and disinfection plan with sheets updated daily (article 68) and storage temperatures that can be checked and, if necessary, recorded (article 32).
Will the inspector accept a record kept on a phone?
Law 28-07 asks for documents, it does not say paper. Under law 53-05 (article 417-1 of the Dahir of Obligations and Contracts), electronic writing has the same evidential force as writing on paper, provided the person it comes from can be duly identified and it is drawn up and kept in conditions that guarantee its integrity. In cahier.ma every entry is timestamped, signed by the person who made it and never erased. We found no ONSSA or municipal hygiene office text on digital records, for or against. If the inspector prefers paper, print the PDF.
Is the app in English?
No. The app is in French and Arabic. Each employee picks a language on the phone. The inspector report is in French.
How much does it cost?
Free to start, no bank card. Then 149 MAD a month per establishment with no commitment, or 1,490 MAD a year (2 months free). No hardware to buy: a phone and the kitchen thermometer you already have.
Does it work without internet?
Yes. Entries are saved on the phone right away and sent when the network comes back. An internet connection is needed once, to create the record.
